Recent news reports mistakenly suggested that a “ceasefire” is being discussed with Hamas, leading to widespread misconceptions. Most people associate the term “ceasefire” with the armistice that ended World War I hostilities on November 11, 1918, paving the way for the Versailles Treaty and the formation of the League of Nations. However, the Arabic terms Hudna, Tahadia, and Hudaybiyyah being discussed with Hamas imply ongoing conflict after a temporary respite.

Hudna is defined as a tactical pause for rearmament, not a permanent end to hostilities. The Islamic Encyclopedia (London, 1922) describes it as a “temporary treaty” that Islamic leaders can approve or abrogate based on Islamic interests, lasting no more than ten years.

Tahadia refers to a temporary halt in hostilities that can be violated at any time, while

Hudaybiyyah is an understanding of no fighting for ten years, named after a treaty from 628 AD. This term is considered the “ultimate hudna” and was used by the Prophet Mohammad as a strategic pause to grow his forces before resuming conflict.

These terms differ significantly from the peace treaties Israel signed with Egypt in 1979 and Jordan in 1994. The three Hudnas with Gaza have seen continued violence. From November 2006 to May 2007, 315 missiles were launched from Gaza during a Hudna. Another Hudna until December 2008 saw 878 attacks. From January 2009 to November 2012, approximately 2,000 rockets were fired from Gaza. Between the end of Operation Pillar of Defense in November 2012 and June 2014, 300 aerial attacks were launched.

Philadelphia attorney Beryl Dean contributed to this report, emphasizing the importance of understanding these nuanced terms to avoid misconceptions about the nature of ongoing negotiations and the true intent behind these temporary pauses.

The people of Sderot and the Negev region in Israel, who have endured these attacks, are acutely aware of the reality behind these terms. The international community must also recognize that the terms being discussed do not equate to a lasting peace agreement.

Understanding the true nature of Hudna, Tahadia, and Hudaybiyyah is crucial for informed discussions about the conflict and the prospects for any resolution with Hamas.
