Reforming UNRWA Education For A Path To Peace

Addressing the dangerous curriculum of UNRWA and its implications for peace in the region.

Last week, Israeli Ministry of Strategic Affairs officials met with four researchers specializing in the strategic threat posed by UNRWA (United Nations Relief and Works Agency). UNRWA manages 59 refugee camps housing over five million descendants of Arab refugees displaced during the 1948 war.

The researchers presented their findings, highlighting how UNRWA has indoctrinated the next generation to believe in a “right of return” by force of arms to homes abandoned in 1948. These homes no longer exist, having transformed into Israeli cities, collective farms, and woodlands.

Rabbi Leo Dee, a veteran of Israel’s peace advocacy, offered a unique perspective. In April, three graduates of UNRWA’s educational system living in the UNRWA Askar refugee camp near Nablus committed a drive-by shooting, killing his wife Lucy and two daughters, Rina and Maia.

Rabbi Dee, while mourning his family, questioned what drove these young individuals to commit such a heinous act. Despite some attributing the violence to Iran, Rabbi Dee sought to understand the killers’ motivations.

To uncover the truth, an Arab TV crew was dispatched to interview the families of the killers. Shockingly, the parents expressed pride in their sons’ willingness to kill Jews in pursuit of the “right of return” to non-existent villages. This summer, a news agency sent TV crews to UNRWA summer camps that glorified the killers.

Researchers who examined over 1,000 Palestinian Authority texts used in UNRWA schools found that “right of return by force of arms” had become the core of UNRWA education, replacing the long-standing theme of “PEACE BEGINS HERE” present since the UN’s founding in 1945.

Israel must prioritize a policy of “DeNazification” to counter the deadly consequences of this PLO curriculum introduced in 2000. This curriculum is taught alongside the 1964 PLO charter, never rescinded, and the ongoing Arab League declaration of total war against Israel, despite peace agreements with Jordan and Egypt.

While new Saudi texts show respect for Jews and Judaism, they still endorse Jihad against Israel in schools. Dr. Arnon Groiss, who has analyzed over 1,000 PA texts used by UNRWA, alerted Israeli officials to the threat posed by UNRWA education and its implications for Saudi education.

UNRWA’s Palestinian Authority schoolbooks undermine UN values by:

  1. Delegitimizing Israel’s existence and denying Jewish history and holy sites.
  2. Demonizing Israel and Jews, affecting children’s perceptions in traditional societies.
  3. Promoting incitement and rejecting peace, advocating violent liberation of the entire region.

Notably, Saudi Arabia remains the seventh-largest funder of UNRWA’s $1.6 billion budget, with 58% allocated to such problematic education.
