In a startling revelation, recent research conducted by NGO Monitor has shed light on a perplexing phenomenon: approximately 30% of non-governmental organizations (NGOs) espousing an anti-IHRA (International Holocaust Remembrance Alliance) agenda are found to be recipients of grants from Western governments. What makes this finding even more intriguing is that some of these governments have formally adopted the IHRA’s working definition of antisemitism. This stark contradiction between financial support and official policy has raised eyebrows and sparked discussions about the complexities surrounding NGOs’ agendas and government funding.

The IHRA’s working definition of antisemitism has gained recognition for its ability to identify and combat various manifestations of hatred against Jews that have arisen since the Holocaust. This framework has been praised by individuals such as Gerald Steinberg, the President of NGO Monitor, who believes it to be a powerful tool in addressing post-Holocaust antisemitism. However, the recent research from NGO Monitor has uncovered a paradoxical scenario wherein several Western governments have embraced the IHRA definition while simultaneously providing funding to NGOs that contest or oppose it.

Among the countries implicated in this contradictory approach are Belgium, Canada, Denmark, Finland, France, Germany, Ireland, Italy, Netherlands, Norway, Spain, Sweden, and Switzerland. These governments have, on one hand, recognized the importance of the IHRA definition in combating antisemitism, yet on the other hand, they’ve financially supported NGOs that appear to contradict or undermine this very definition. This raises questions about the alignment of policy, ideology, and funding, as well as the motivations behind such financial support.

According to the findings presented by NGO Monitor, out of the 345 NGOs examined, a staggering 52% of the 45 campaigns aimed at challenging the IHRA definition have received funding from government sources. This underscores the intricate relationship between these NGOs and the state entities that sustain them. Notably, only 39% of the studied anti-IHRA campaigns were focused on influencing public opinion, while a smaller 9% targeted professional organizations. This highlights the multifaceted approach these NGOs take in their efforts to counter the IHRA definition, ranging from influencing public discourse to targeting institutions directly associated with the definition’s adoption and implementation.

Gerald Steinberg, the President of NGO Monitor, expressed concern over the funding situation, highlighting the irony of NGOs receiving substantial financial support under the banner of “civil society” while actively opposing a definition designed to combat antisemitism. The question of accountability and transparency in the funding process has come under scrutiny, prompting discussions about the necessity for a more thorough evaluation of NGO recipients and their alignment with the principles upheld by government funders.
