During a United Nations meeting on July 6, a member of the Palestinian Authority (PA) delegation accused NGO Monitor of being responsible for a travel ban imposed on Sahar Francis, the director of Addameer, a Palestinian NGO affiliated with the Popular Front for the Liberation of Palestine (PFLP). The PA official claimed that Israel had requested certain reports from NGO Monitor, which ultimately led to the prohibition of Francis from traveling. Francis, who has led Addameer since 2006, is known as a human rights defender who participates in international conferences and criticizes Israeli policies.

In May 2022, Sahar Francis was prevented from boarding a flight to the United States. She has made controversial statements in the past, referring to Israel as an “institutionalized regime of systematic oppression and domination” and even suggesting that Israel was involved in organ harvesting from Palestinian corpses. These remarks have raised concerns and contributed to the ongoing debate regarding her travel ban.

NGO Monitor Director of Research Yona Schiffmiller recently testified before the House Foreign Affairs Subcommittee, highlighting the role of NGOs in exploiting human rights to delegitimize Israel. He specifically mentioned Amnesty International and Human Rights Watch, accusing them of campaigns that portray Israel as an apartheid state, erode Jewish historical connections to the land, and undermine the International Holocaust Remembrance Alliance Working Definition. 

Rep. Chris Smith, the committee chair, strongly condemned these NGOs and expressed his disgust with their “smear” campaigns, pledging not to invite them to future hearings.

In France, the research conducted by NGO Monitor has had significant implications. French MP Caroline Yadan based a letter calling for an end to government funding for the Platform of French NGOs for Palestine (PFP) on NGO Monitor’s findings. 

Yadan argued that the PFP disseminates hate propaganda targeting Israel and undermines the fight against antisemitism in France. She also submitted a parliamentary question based on NGO Monitor’s research on Collectif Palestine Vaincra, an NGO associated with the terror-linked Samidoun network.

Vincent Chebat, Senior Researcher at NGO Monitor leading efforts in France, was praised by the French Jewish newspaper Actualité Juive for his effective presence on Twitter, highlighting financial support received by pro-Palestinian organizations. His interviews and posts have been retweeted by several MPs and Jewish leaders, including Caroline Yadan, Benjamin Haddad, Arié Bensemhoun, and Simone Rodan-Benzaquen. He was also interviewed by Radio Shalom, discussing a terror-linked NGO and the case of Salah Hamouri, a French-Palestinian PFLP terrorist.

These recent events demonstrate the contentious nature of NGO activities and their impact on various stakeholders. Accusations and responses regarding travel bans, smear campaigns, and the influence of NGOs have highlighted the ongoing tensions in this arena. The situation underscores the need for transparency, accountability, and careful examination of the activities and statements made by NGOs to ensure that they contribute to meaningful dialogue, respect for human rights, and the pursuit of peace in the region.
