Reneging on promise to fight BDS on university campuses and adhere to IHRA

The government’s dealings with the Jewish community to fight antisemitism on the home front (7)

2015-ongoing- Reneging on electoral promise to fight the Boycott, Divestment and Sanction (BDS) against Israel movement in Canada on university campuses and at large, in moral breach of the IHRA definition of antisemitism adopted by the government in 2019 and of the  fundamental values of Canada. 

During the 2015 election campaign Justin Trudeau ran an ad in the Canadian Jewish News which, in part, read:

The Liberal Party of Canada believes that, we must oppose Boycott,, Divest and Sanction  campaigns in our communities and continue to speak out forcefully against them…I am opposed to the BDS movement. I think it’s an example of the new form of antisemitism in the world…an example of the three D’s “demonization of Israel”, ”delegitimization of Israel”, and a “double standard applied toward Israel.”

Further, on a number of occasions, during the campaign Trudeau told his audiences: “The BDS movement has no place in Canadian campuses…enough is enough”.

In 2017, during a town hall meeting at Brock University, Trudeau refused the demand of a questioner in the audience that he retract his previous condemnation of BDS. In response to the questioner’s demand, he stated:

”In Canada we have to recognize that there are things that aren’t acceptable, not because of foreign policy concerns, but because of Canadian values.”

Soon after becoming the Prime Minister, Trudeau unceremoniously sacked Canada’s Ambassador to Israel appointed by his predecessor and instead appointed Deborah Lyons.

Once in Israel, the Ambassador accepted the invitation to join a special meeting of the Knesset’s Immigration, Absorption and Diaspora Affairs Committee to honour the contributions of Jewish Canadians to Canada. 

At that meeting, the Lyons gave her audience the following assurances: “We will continue to wage an all-out war against antisemitism and the boycott movement, and we will continue to commemorate the Holocaust, with the oath ‘Never Again’. Canada’s Jews [not Canadian Jews? or Jewish Canadians?] will continue to be protected and safe, like all other citizens.”

Well, clearly the Ambassador’s assurances on the matter of the BDS movement turned out to be fake: Canada certainly did not engage in “an all-out war” or  in any war against it. 

On February 18, 2016, instead of the Liberal government, two members of the Conservative Party in Parliament decided that it was time to do something about the BDS movement in Canada and tabled their anti-BDS motion. It read:

 “That, given Canada and Israel share a long history of friendship as well as economic and diplomatic relations, the House [1] reject the Boycott, Divestment and Sanctions (BDS) movement, which promotes the demonization and delegitimization of the State of Israel, and [2] call upon the government to condemn any and all attempts by Canadian organizations, groups or individuals to promote the BDS movement here at home and abroad.”

During the ensuing debate on the motion a leading member of the Conservative Party told the House of Commons:

“….The boycott, divest, sanction campaigners claim it to be a human rights movement. In fact it is nothing more than a thinly disguised, multi-dimensional hate campaign. On the one hand …it seeks to delegitimize and demonize Israel with hateful, hypocritical anti-Semitic attacks. On the other hand, on Canadian university and college campuses, the BDS movement focus the new antisemitism on pro-Israel and Jewish students, disrupting with hate what should be a happy, uplifting student experience.”

The concluding statement was corroborated by other speakers.

The Liberal government voted in favour of the motion. It did so with a split tongue, while speaking against the spirit and intent of the motion  and a number of Liberal MPs – including the current Minister of Housing, Diversity and Inclusion – walked out during the voting. 

Since then, the government’s fight against BDS consisted solely of a limited number of speeches mostly to Jewish audiences and to a member of the Israeli government visiting Canada.

On June 20, 2022- The House of Commons Standing Committee on Public Safety and National Security submitted its report titled “The Rise of Ideologically Motivated Violent Extremism in Canada”  

Recommendation No. 20 of the Report reads:   

“That the Government of Canada thoroughly reject the demonization and delegitimization of the State of Israel, and condemn all attempts by Canadian organizations, groups, or individuals, including university campus associations, to promote these views, both at home and abroad.”

In a letter dated October 18, 2022 addressed to the late Hon. Jim Carr, then the Chair of the Committee, Marco Mendicino, Minister of Public Safety of Canada responded to this particular recommendation as follows:

“The Government takes note of this recommendation.” His explanation was as follows:

“Canada has been a steadfast friend and ally of Israel since 1948 and is proud to have been one of the first countries to recognize the State of Israel. Support for Israel, especially its right to live in peace and security with its neighbours, has been at the core of The Government of Canada’s Middle East policy since 1948. The Government of Canada is concerned by efforts, such as Boycott, Divestment and Sanctions (BDS), to single out Israel for criticism and isolate Israel internationally.

Parliament clearly expressed its concern for the BDS movement when the House of Commons voted in large majority, on February 18, 2016, for a motion rejecting the movement. The Prime Minister reaffirmed Canada’s concerns when he condemned the BDS movement during the April 2019 state visit by the President of Israel, and at the May 7, 2019, National Holocaust Remembrance Day Ceremony in Ottawa.

The Government also recognizes that manifestations of demonization and delegitimization could be regarded as anti-Semitic when it targets the State of Israel, conceived as a Jewish collectivity and denies the Jewish people their right to self-determination. To this end, as part of Canada’s national Anti-Racism strategy, Canada has adopted the International Holocaust Remembrance Alliance’s (IHRA) working definition of antisemitism and has committed to promoting it internationally.

In Budget 2022 Canada is investing $5.6 million over 5 years and $1.2 million ongoing to support the mandate of the Special Envoy for Preserving Holocaust Remembrance and Combating Antisemitism. In October 2021, the Prime Minister pledged to make the Special Envoy a permanent position with dedicated funding. The Government has also taken other steps to fight antisemitism domestically. For example, a National Summit on Antisemitism was held in July 2021 and gave an opportunity to Jewish communities to share their lived experiences of antisemitism and provide input and feedback to inform Canada’s first ever National Action Plan on Combating Hate and a new Anti-Racism Strategy. Prime Minister Justin Trudeau, ministers, community leaders, and officials across all levels of government were in attendance.

Budget 2022 provides a $20 million commitment in 2022-2023 to PCH to support the construction of the new Holocaust Museum in Montreal as well as an investment of $2.5 million for the Sarah and Chaim Neuberger Holocaust Education Centre. These two institutions will continue being instrumental in raising awareness on the Holocaust and fighting antisemitism. Recognizing that Canada’s fight against racism is far from over, Budget 2022 further proposes to provide $85 million over four years, starting in 2022-2023, to Canadian Heritage (PCH) to support the work underway to launch the new anti-Racism Strategy and a National Action Plan on Combating Hate.

Lastly, through Budget 2022, the Government proposes to amend the Criminal Code to prohibit the communication of statements, other than in private conversations, which wilfully promote antisemitism, by condoning, denying or downplaying the Holocaust.”
