In recent years, there has been a growing assumption that U.S. Middle East policy aims to foster mutual recognition between Israel and a nascent Palestinian entity. However, an in-depth analysis of current U.S. policy reveals a stark contrast to this widely held belief. Several key issues have emerged, raising questions about the direction and effectiveness of U.S. efforts in the region. From the concerning actions of the Palestinian Security Forces (PSF) to the controversial curriculum taught by the Palestinian Authority (P.A.) and the role of UNRWA in perpetuating certain narratives, it is vital to delve into these matters that shape Middle East policy discourse.

The Palestinian Security Forces’ Disturbing Actions:

The U.S.-trained Palestinian Security Forces, originally intended to combat Arab terrorists, have been implicated in a disconcerting trend of daily attacks against Jews. What makes this situation even more troubling is the dominance of the Al-Aqsa Martyrs’ Brigades within the PSF, an organization designated as a foreign terrorist organization (FTO) by the U.S. government. This raises serious questions about the efficacy of the training programs provided by the U.S. and the ultimate objectives of the PSF.

Incentivizing Violence:

One of the most alarming developments is the enactment of legislation by the Palestinian Authority that guarantees a lifetime salary for anyone who murders a Jew. This policy, which acts as a pernicious incentive for violence, undermines the pursuit of peace and reconciliation. When asked about the U.S. government’s stance on this issue, outgoing U.S. Ambassador Thomas Nides shockingly responded with a resounding “No” to demanding the repeal of this law, sparking further debate about U.S. priorities.

Indoctrination in the Education System:

The curriculum taught by the P.A. Education Ministry has also come under scrutiny for its role in indoctrinating children with a mindset of hostility towards Jews. By promoting a war-oriented curriculum, the P.A. risks perpetuating the cycle of violence and hindering the prospects for a peaceful resolution. Despite these concerns, Ambassador Nides expressed no intention of demanding that the P.A. abandon its war curriculum, raising doubts about the U.S. commitment to fostering a culture of peace.

Glorifying Terrorism:

In a troubling development, the P.A. republished a textbook in 2023 that glorifies Dalal al-Mughrabi, a notorious terrorist responsible for the deaths of 35 Jews, including 12 children. This repugnant glorification of violence raises questions about the P.A.’s commitment to promoting peace and its impact on the next generation. Yet again, Ambassador Nides dismissed the idea of urging the P.A. to withdraw this textbook, leaving critics concerned about the U.S. stance on combating the glorification of terrorism.

Challenges with UNRWA:

UNRWA, tasked with providing services to 6.7 million descendants of Arab refugees, allocates a significant portion of its budget towards perpetuating the notion of a “right of return” to pre-1948 villages in Israel. This approach has been a point of contention, as it hampers progress and hinders the search for a sustainable solution. When asked if the U.S. government supports a change in UNRWA’s policy, Ambassador Nides disappointingly responded with a resolute “No,” raising questions about the agency’s effectiveness and alignment with broader peace initiatives.

Addressing Map Distortions:

Further complicating the situation, P.A. materials utilized by UNRWA include maps that replace Jewish cities on both sides of the 1967 lines with Arabic names, creating an exclusionary narrative. The U.S. government possesses the authority to request the use of standard maps in UNRWA schools, which fall under the auspices of the United Nations. These standard maps would accurately depict the geographic details of every UN member state, including Israel. By advocating for the use of such maps, the U.S. government could contribute to a more inclusive and fact-based educational environment, fostering understanding and dialogue between different communities.

However, when questioned about this potential request, Ambassador Nides disappointingly replied with another “No,” raising concerns about the U.S. government’s commitment to rectifying map distortions and promoting an unbiased narrative.

The issues highlighted serve as crucial pillars for shaping Middle East policy discussions in Congress and beyond. The actions and policies of the Palestinian Security Forces, the Palestinian Authority, and UNRWA require serious examination and consideration. Addressing these concerns should be a priority for policymakers and stakeholders invested in achieving a lasting and just resolution to the Israeli-Palestinian conflict.

It is imperative to re-evaluate U.S. Middle East policy and advocate for changes that align with the principles of peace, coexistence, and mutual recognition. By demanding accountability, urging the repeal of harmful legislation, promoting an unbiased and peaceful curriculum, combatting the glorification of terrorism, and fostering an environment that respects the rights and aspirations of all parties involved, the U.S. government can play a significant role in advancing a meaningful and sustainable resolution.

Ultimately, a comprehensive approach that addresses the root causes of conflict, fosters dialogue, and encourages mutual recognition is necessary to create a future of peace, security, and prosperity for both Israelis and Palestinians. It is essential for policymakers to consider these critical questions and push for constructive change in order to lay the foundation for a just and lasting peace in the Middle East.
