Financing domestic and foreign NCOs and charitable organisations that are antisemitic or have active links to foreign terrorist organisations
One of the ongoing problems facing the leading Jewish organisations is the government’s policy and practice of providing financial support to domestic and to foreign NGOs and charitable organisations that are antisemitic and/or have active links to foreign terrorist organisations – as well as to the U.N. programs that are antisemitic, anti-Israeli Jews and Israel.
As the CAEF aptly describes it – “It is double speak to condemn antisemitism while funding the very purveyors of it.
Four examples illustrate the proposition. The first two are referred to in Part 3.
1. U.N. payments originating from funds contributed by member nations, to such foreign NGOs, as reported in Part 3.
2. The government’s direct financial contribution in the Kairos-Wi’am case. Kairos comprises a group of 10 religious organisations is administered by the United Church of Canada. Cf. Part 3
3. The Liberal government’s substantial yearly contributions to the education budget of UNRWA, previously canceled by the Harper government which contrary to the principles and standards set out by UNESCO concerning education and applied in Canada, uses poisonous antisemitic and anti-Israel educational materials, and employs teachers who are only too happy to use these materials in harmony with Hamas. 4A. Tom Quiggin is a former military intelligence officer, a former intelligence contractor for the RCMP and a Court appointed expert on jihadist terrorism in the Federal and in the criminal law courts of Canada who has been investigating this matter.
By a letter dated October 9, 2018 Quiggin wrote to the RCMP Commissioner to file a formal statement of complaint that Members of Parliament of the Government of Canada are using their official positions to channel taxpayers’ money to Islamic Relief Canada. Among them, the complaint specifically named Justin Trudeau, Iqra Khalid, Omar Alghabra, Ahmed Hussen, Marie Claude Bibeau, and Chrystia Freeland. Quiggin’s complaint was issued an RCMP file #18-004212. The complaint letter enclosed Quiggin’s 132 page report titled “The government of Canada is Funding Terrorism with taxpayers’ money”.
The first twenty pages of the document contain the complaint itself and the direct relevant information. The remainder of the document contains supporting, explanatory and supplementary information. This material was subsequently enlarged with an additional 36 page report filed In February of 2019.
The Canadian aid is funneled through government programs, including UNRWA(ongoing) , the International Humanitarian Aid Program (2017), Canada Summer Jobs Program (2017 and 2018), Myanmar Crisis Relief Fund/Islamic Relief (May 2018), Canadian Humanitarian Assistance Fund CHAF, Canada’s Humanitarian and Development Assistance to Syria, Iraq, Jordan and Lebanon,

4B. He addressed the measures taken by other countries against Islamic Relief (Canada) the object of his formal complaint: These are:
a. In 2012, UBS cut ties with Islamic relief due to concern about counter-terrorist regulations;
b. In 2014, the United Arab Emirates listed Islamic Relief Worldwide and Islamic Relief UK as a terrorist entities;
c. In 2014, Israel banned Islamic Relief from the West Bank accusing Islamic Relief Worldwide of being a source funding for Palestinian Hamas Islamist movement;
d. The same year, this led the U.K Charities Aid Foundation CAF) to remove Islamic Relief from its online donations page;
e. Again the same year, Financial Post of Canada removed Islamic Relief from its charity page since it’s international arm had been banned elsewhere [though not in Canada] for allegedly funnelling funds to terrorist organization Hamas, g. In 2015, HSBC Bank U.K closed Islamic Relief accounts citing fears that money could wind-up with terrorist groups, and
g. In 2017, Bangladesh banned Islamic Relief to work with the Rohingya refugees.
4C. The most recent sequel to the Quiggin case happened during February of the current year. In response to the campaign of Islamic Relief Canada and others, the government agreed to make the necessary statutory amendments to the Criminal Code in order to permit Canadian taxpayers to send Afghanistan tax-deductible funds, supposedly charitable funds, without any assurance that at destination the funds will not be used to finance terrorism

Kevin Vuong, an Independent Member of Parliament, tabled a Citizen’s petition (e-3858 Social Affairs and Equality) in the House of Commons calling for the Government of Canada to deny funding to NGOs that engage in antisemitism. B’nai Brith, publication of June 8, 2022.
As to be expected, the government’s written response avoided the substance of the petition. Instead, the author of the response, Rob Oliphant, Parliamentary Secretary to the Minister of Foreign Affairs, delivered a self-congratulatory thoroughly sanitized statement in praise of the government’s performance in terms of principles, initiatives and financial contributions.
