Recently, the Congress of World Azerbaijanis was held in Shusha.
At this historic event, Azerbaijan’s President Ilham Aliyev stated: “This is the first time after the historic victory that Azerbaijanis from all over the world are gathering to celebrate the congress. The name of the Congress is victory congress and this is natural. Because for the first time after the historic victory, Azerbaijanis from all over the world are gathering for a congress. In general, the name victory is very appropriate. Azerbaijanis living abroad are a great force. Their activity is significant for our country.”
At the congress, discussions were held speaking about how the Azerbaijani diaspora can contribute towards the restoration of Karabakh.
Fuad Muradov, chairman of the State Committee on the Work with the Diaspora, was authorized as the executive of the Coordinating Council of World Azerbaijanis, while President Ilham Aliyev is the chairman. High-level meetings in Shusha are nothing new. The International Organization of Turkic Culture, known as Turksoy, has recently declared Shusha to be the cultural capital of the Turkic world in 2023.
Azerbaijani activist Gunel Safarova noted, “It was a huge honor for me to be in Shusha after the liberation. It was our dream to return back to these lands. For 30 years, we received the promises of the Minsk Group stating that we would come to a mutual and peaceful agreement. Unfortunately, this did not have good results and we were obliged to launch the Liberation War.”
Safarova was concerned when the war started that it would not end well for the Azerbaijani community in France, but she was pleasantly surprised by what happened, which made this conference in Shusha so special. “This congress was totally different from previous ones as we Azerbaijanis took part in the information war,” she said. “Our president spoke frankly and spoke about the topics honestly. He spoke about how we Azerbaijanis should take an active role in partaking in diaspora activities.”
According to her, “We have double standards always concerning Azerbaijan. They have always had a biased attitude towards Azerbaijan in France. There is a huge Armenian diaspora in France. I don’t consider them Armenians, as they are four generations in France. But they don’t think like Frenchmen. Yet, they are more significant than the Azerbaijani diaspora.”
Safarova stressed that the President’s speech gave hope to Azerbaijanis in France: “We can transform how they view what happens in the Caucuses. According to international law, Azerbaijan liberated its land and this was confirmed by several international organizations. If this land was Armenia, then why did they ruin their land? We must bring back the beauty and prosperity to this land. This area will be a cultural and economic center of the Caucuses. We are supporting him in all of this investment that we are going to bring to this region. That is why this congress was held in this land.”

“In France, the media is biased,” claimed Safarova. “For me, even though we have seen some comments or articles that spoke negatively of this congress, the enthusiasm of the participants and the remarks of the president were far more important. He called for continuing the information war and to be active citizens where we live, and I share all the points. I accept all the remarks of the president. I think this will influence the Azerbaijani diaspora abroad.”
Rabbi Shmuel Simantov concurred that the Azerbaijani President’s remarks were correct: “For 29 years, the Armenians did not build anything. They stole gold teeth from graves.They destroyed homes and mosques. They tried to erase the history of Azerbaijanis from Karabakh. They were barbaric.”
The Rabbi said, “Now, Azerbaijan is doing everything to return everyone to their homes. After all these years, Azerbaijan’s President wants to do everything via peace and not war. The Armenians did not give him this opportunity. This is because it was not their place and not many people live there. The Azerbaijani President said we have strength, but we want peace. This is our message to Armenia and the international community.”
