בהצהרותיו הרשמיות מושיט נשיא אזרבייג’ן אילהם אלייב שוב ושוב ענף זית לארמניה, ומציע לה הסכם שלום שילווה בפתיחת מסדרון זָנְגְּזוּר המחבר בין מובלעת נחצ’יבאן לבין אזרבייג’ן. הרפובליקה האוטונומית של נחצ’יבאן שייכת לאזרבייג’ן אך ארמניה חוצה בין נחצ’יבאן לאזרבייג’ן.
התקשורת האזרבייג’נית טוענת כי פיתוח נתיבי תחבורה הוא חיוני ליצירת שלום ושיתוף פעולה באזור הקווקז, ופתיחת מסדרון זָנְגְּזוּר לתנועה שתחבר את שני חלקי אזרבייג’ן תיצור הזדמנויות חדשות לאזור. אלא שעד היום מסרבים הארמנים להצעת הנשיא האזרבייג’ני, ומעדיפים להציב מכשולים בדרך לשלום בין שתי המדינות.
העיתונאית האזרבייג’נית אנסטסיה לאברינה העומדת בראש המחלקה לענייני פליטים של ממשלת ארצה וכעוזרת ליו”ר קרן העיתונות הבינלאומית של ארו-אסיה, אמרה לי לא מכבר בראיון בלעדי כי “הניצחון הגדול של אזרבייג’ן במלחמת נגורנו קרבאך השנייה (ה-27 בספטמבר עד ה-10 בנובמבר 2020) לא רק שהחזירה את שלמותה הטריטוריאלית של אזרבייג’ן בגבולות מוכרים בינלאומית, היא גם שחררה אדמות שהיו תחת כיבוש ארמני במשך כמעט שלושים שנה והשיגה פרספקטיבה חדשה לפיה מדינות האזור יכולות לשתף פעולה ביניהן. זה יצר מציאות גיאופוליטית חדשה”.

“מיד לאחר מלחמת קרבאך השנייה, הצהירו מדינות רבות ברחבי העולם, כולל המדינות באזורנו, כי סיום הסכסוך בקראבך יצר למדינות האזור הזדמנות לתנאים חדשים לשיתוף פעולה, לפיתוח מערכות לוגיסטיקה ותחבורה חדשות, ובעתיד ללא ספק גם אינטגרציה של אנרגיה ותקשורת”, הוסיפה. היא גם ציינה כי רוסיה, שנמנתה עם המדינות החתומות על הצהרת השלום של ה-9 וה-10 בנובמבר, 2020, טענה וממשיכה לטעון כי פתיחת התקשורת בין מדינות האזור כמו גם נתיבי התחבורה בין ארמניה לאזרבייג’ן היא אחד הנושאים המרכזיים בדרך לשלום באזור בתקופה שלאחר העימות.
ב-9 בנובמבר 2020, הופל בשגגה מסוק קרב רוסי על ידי הכוחות האזרים ואזרבייג’ן הכריזה על כיבוש עשר ערים באזור הלחימה, ועל ניצחון בקרב על העיר שושה, השנייה בגודלה בחבל קרבאך. למחרת, ב-10 בנובמבר 2020, חתמו ארמניה ואזרבייג’ן בתיווך רוסי על הסכם הפסקת האש של מלחמת נגורנו קרבאך וכוחות שלום רוסיים נפרסו ברחבי הפלך.
לדברי לאברינה, “בהצהרה הזו מה-9 וה-10 בנובמבר צוין בבירור כי יש לפתוח את התקשורת ולבנות את התחבורה. מסדרון זָנְגְּזוּר הוא פרויקט שניתן להשלימו תוך פרק זמן קצר מאוד, כפי שאמר הנשיא. מדובר ב-40 קילומטרים בלבד. אזרבייג’ן לא תזדקק להרבה זמן לביצוע הפרויקט הזה. ניתן להוציא אותו לפועל בקרוב מאוד, בהתאם להצהרה מה-9 וה-10 בנובמבר שקובעת כי ארמניה מחויבת לספק את כל התנאים הדרושים לנו כדי לכונן את תקשורת באזור ולפתוח את מסדרון זָנְגְּזוּר”.
“זה יעזור למדינות רבות לתקשר ביניהן לא רק באזור שלנו. וזה יעזור לא רק לאזרבייג’ן. זה יועיל גם לארמניה הנמצאת תחת מצור בגלל המדיניות האגרסיבית שלה הנמשכת כמעט שלושים שנה”, העירה.

“זוהי אפשרות של ממש לארמניה לפתוח את מסדרון זָנְגְּזוּר כמסלול תחבורה אלטרנטיבי מאזרבייג’ן לרוסיה”, ציינה לאברינה. “הפרויקט יועיל גם לממשלת ארמניה ולעם הארמני הזקוקים לפיתוח כלכלי. למרבה הצער, ממשלת ארמניה עושה את כל שביכולתה למנוע את פתיחת המסדרון הזה. הם מעלים הרבה טיעונים ללא הוכחות, וההצהרות שלהם סותרות את ההסכם עליו חתומה ממשלת ארמניה. הם מכחישים שהייתה הצהרה כזו (בעניין פתיחת המסדרון בין שני חלקי אזרבייג’ן) בהסכם, ובכך הם מנסים למשוך את התהליך. ממשלת ארמניה לא רוצה להבין ולקבל שזוהי דרך המפתח לשלום באזור”.
לסיכום הצהירה לאברינה: “אזרבייג’ן תמשיך לעשות הכל כדי לטפח את התהליך הזה, כשכל המדינות המעורבות מצהירות שפיתוח התחבורה ביניהן הוא אחד התנאים המרכזיים לשלום. משום כך אנו מקווים שממשלת ארמניה תקבל את המציאות החדשה ותתמוך בפתיחת כל נתיבי התחבורה באזור, שמסדרון זָנְגְּזוּר הוא החשוב שבהם”.
מנדי ספדי, העומד בראש מרכז ספדי לדיפלומטיה בינלאומית, מחקר, יחסי ציבור וזכויות אדם, מסכים עם אנסטסיה לאברינה. הוא אמר לי: “הפרות ההסכם של ארמניה עלולות לגרום להפרת הסכמי הפסקת האש, מה שיוביל לעוד סבב לחימה מסוכן. אני קורא להתערבות בינלאומית שתסדיר את נושא המסדרון ותספק המשך יציבות באזור”.
